Vrachtwagenheffing

Introduction of a truck toll (VWH ) in the Netherlands on July 1, 2026. From that date, carriers will drive with an onboard unit (OBU ) issued by a service provider.

The assignment comprises the project-based design and implementation of the truck toll system, with the aim of collecting tolls from trucks on Dutch roads. To this end, service providers (intermediaries between carriers and RDW ) are connected digitally to exchange large volumes of data asynchronously in accordance with ISO-12855. This data concerns subscriptions, toll journeys, and toll payments by the carriers affiliated with them.

Initiated and implemented process optimization for the automatic generation of the message specification (ISO-12855 ) shared with service providers. This specification is used to generate the code foundation for message exchange. Co-developed the architecture for processing large volumes of messages every day. Established fully automated CI/CD through to production, with zero downtime. Responsible for the technical integration of seven European service providers and their incoming and outgoing data flows. Set up automated certificate management for client certificates used for data security (signing) and transport security (TLS). Functionally and technically responsible for monitoring message conversations and mitigating incidents.

Result: VWH went live very successfully on July 1, 2026. Approximately 1.4 million messages are processed every day. More than €100 million in tolls is collected for the Dutch government each month. Since going live, multiple releases containing improvements and new features have been deployed daily for several VWH components, without downtime.

Enexis

Salvador is an operational (micro)services platform for deploying and managing Mikronika DALI remote terminal units (RTUs). These units are used to monitor the low-voltage grid and automatically switch public lighting throughout the Enexis service area. Monitoring the electricity grid is essential in this era of energy transition. The outage service and congestion management teams are among the consumers of the information streams made available through Salvador.

Team Domingo is the DevOps team responsible for developing the Enexis Central Device Management platform. This ECDM platform acts as a vendor-independent broker between Salvador and RTUs in the field. As long as contracted RTU suppliers conform to the ECDM platform contract, their units integrate seamlessly with Enexis’s operational technology. Team Domingo’s responsibilities include preparing and planning substantive work and implementing and testing ECDM platform features. Because Salvador is a central link in the IT/OT chain, considerable integration work takes place with IT, for deploying and maintaining RTUs, and with RTU vendors, for configuration and firmware management and connection to the ECDM platform.

For the connection of Mikronika’s first RTU model, the Light Control Unit (LCU), to the ECDM platform, feedback cycles were drastically shortened. This was achieved by increasing the frequency of coordination on technical and integration matters and making the LCU available within the Domingo developers’ environment.

Result: The full technical integration of the LCU was completed at the end of August 2023.

MBO Studiematerialen

MBO Studiematerialen is a multi-tenant SaaS solution based on microservices. It relieves vocational education schools of managing their learning-material lists and helps students order digital and physical learning materials. The ordering system is positioned between schools and students on the one hand and publishers of digital teaching materials on the other. The bol.com webshop is used for the ordering process.

The Scrum team responsible for the order and returns workflow services embraces a very high degree of shared responsibility. Its work is therefore highly diverse: planning and preparing work, implementing and testing features—from unit and integration tests to API and UI tests—setting up CI/CD pipelines, deploying software, releasing features, and providing operational and technical management. At an overarching level, preparations were made to move the solution to an Azure Kubernetes Service (AKS) cluster.

Continuous Controls Monitoring

Continuous Controls Monitoring (CCM) software provides continuous insight into the quality and risks of executed business processes. It does so by processing process data every day through ETL using an SAP connector and transforming this data into insights displayed in CCM dashboards. The dashboards enable users to filter and aggregate results across various dimensions. This gives operational departments insight into the quality of business-process execution while also enabling Risk Management, Compliance, and Internal Audit to generate aggregated or focused overviews for different periods.

Be-Value acted as Software and Infrastructure Architect for this project.

  • Designed the Azure infrastructure and implemented the Terraform scripts and Azure DevOps pipelines.
  • Designed and implemented security measures in the infrastructure and software, including initiating and supervising penetration tests.
  • Identified issues and areas for improvement in the existing software architecture and defined a roadmap for a new architecture.
  • Implemented the new software architecture together with a Scrum team of data analysts, front-end developers working with React and Node, and back-end developers working with .NET Core and C#.
  • Configured Azure DevOps for documentation, the Scrum process, Git repositories, and build and release pipelines.

Recommendation: “Jelle was an important member of a development team we put together in order to revamp the back-end of one of our solutions. Jelle was present at the start of the project and played a vital role, both in structurally improving the architecture as well as providing valuable insights and support to the other team members. In terms of flexibility he proved he learns new concepts quickly and is able to share knowledge easily. In conclusion, an excellent developer and great team player.”

Fijn Zorgen

Construction company Van Wijnen aims to focus on more than construction in the future. In line with that vision, it has launched several labels, including Fijn Wonen and, most recently, Fijn Zorgen. As a startup, Fijn Zorgen aims to “relieve people who want to continue living at home by offering relevant solutions.” An advisory tool identifies their needs, translates them into recommendations, and links them to relevant products and services in the webshop, which is supplied by Fijn Zorgen’s partners.

Be-Value was consulted during the startup’s pilot phase.

  • Developed the Fijn Zorgen website in collaboration with Online Department .
  • Developed the advisory tool aimed at helping older people live independently at home for longer. The tool guides users through targeted questions whose flow is influenced by their answers. It ultimately provides concrete recommendations that can be saved to a personal profile, printed, or emailed.
  • Set up the webshop and its transaction-processing logic.
  • Integrated the components described above.

Delta Instruments

Delta Instruments is a leading manufacturer of instruments for analysing dairy products. Its equipment is used by the dairy industry and independent laboratories for dairy quality control, pathological research, and dairy herd improvement . The CombiScope 600 Dairy Analyzer was developed for rapid, routine batch analysis of large quantities of dairy products and is used worldwide, from South Korea to Brazil.

Be-Value was consulted to redesign the software and system architecture used to configure and control the CombiScope 600 Dairy Analyzer. The scope was limited to the .NET software between the operator and the CAN interface. Together with the software team, we worked toward a functional and technical decomposition of the existing monolithic system and the centralization of components and services in a cloud environment to support subscription models for customers. The work included facilitating functional and architecture sessions, developing proofs of concept, taking the first steps toward the functional and technical decomposition of the monolith, and setting up a CI/CD environment.

The webshop includes specific B2B functionality that distinguishes it from standard ecommerce implementations, ranging from price segmentation to customer-specific products and associated services. The webshop is also marketed as a standalone product for industrial partners and customers.

Be-Value supported the development team with architecture, analysis of specific B2B functionality, and implementation.
